I think there is a setting in OE to use plain text rather than HTML.
I'm not sure if you can set it per message though.

Outlook Express lacks a "reply to list" feature so either:
1) Reply as normal then change the to address to the list
2) Reply to all , then remove all bar the list address

I use both methods (using Thunderbird) depending on my mood :)
