Is there an existing framework/policy for bots and automatic editing?

I think the OSM could do with a bit of a cleanup. I do understand why a
flexible loosely defined schema was considered a good idea, but I think in
reality it just allows otherwise preventable errors into the data.

e.g. from latest planet.osm,
tags that could be highway:

1       hignway
2       higbway
4       Highway
14      higway
180      highway
2641704 highway

These could all easily be corrected.

Looking at values for the highway tag (see below), highlights the different
aspects of the problem.

1. People can't spell/type (particularly long words like residential), and
most editors aren't helping them out. 

2. People don't understand what each tag is for. (hence all the road names
in the highway tag - although this could be some other kind of stupidity as
the few I looked at have name="residential" tags too)

3. The tagging system isn't always adequate, but allowing arbitrary
tags/values leads to inconsistent tagging.
