Ditto, for me footway implies bicycle=yes because very few footways deny you 
access on bike, and they have a special sign when that's a case. Then again, 
what's a cycleway and why would such a way deny foot access? I just mark 
everything as a footway, add NCR references where appropriate, and for a few 
odd sections explicitly state that cyclists must dismount (bicycle=no).

I never quite got the distinction twixt footway and cycleway...
