It is possible to tag ways with an elevation key.  See
http://wiki.openstreetmap.org/index.php/Map_features#Properties for details.


Currently osmarender doesn't do anything with the elevation key.   Motorways
are always drawn on top of unclassified roads whether they go over or under.

There is some commented out experimental code in osmarender.xsl which
processes the elevation tag and tries to draw things in the correct order.
There were some issues with it at the time so I commented it out.  I should
revisit it some time...
