I have a windows app that will remove duplicate nodes (leaving any with
tags) then adjust any adjoining segments as necessary.
It also removes "0 length" segments that have the same to and from node.
It works in conjunction with JOSM and sets the action attribute of any
it changes and is available at:
http://www.earlsoft.co.uk/projects/osmtidy/source/OSMTidy.exe
It doesn't currently log what it changes but you can see in the "upload"
dialog of JOSM.
