I would say that the license is incompatible, e.g.

"7.1 publishing the Material in any medium, providing that this is not
for profit making purposes. "
and
"This Licence is for the period of five years from the date of your
Application."
(And other things.)

However, if you are merely obtaining details of road numbers in order
to label roads, then I think this is the same as the question of
looking up street names on an OS map -  myself and a few others
believe that this doesn't fall within the scope of copyright law, but
other people disagree with this.
