If the intent is to produce a specific Recycling map with different 
coloured symbols at the site, a specific schema as above would be 
needed as it can be machine processed, I've no view on that.

But if the intent is to have information that could be used in a 
secondary map mouse-over pop-up or in a text listing, a description 
or note tag would be better and/or complementary as it can be used 
anywhere.  It would also save a rapid increase in the tag namespace.

amenity=recycling
note=newspaper,cardboard,glass,shoes,clothes
The 'note' tag is part of map features
