I think you are seeing artifacts of the various SVG viewers.  The SVG file
is fine and I think the Adobe viewer shows good a good result.

Batik Squiggle seems a bit erratic and sometimes crops the output to its own
frame size.  But I think this is a batik problem not a problem with the SVG,
unless I'm generating something that is malformed or not very valid SVG.

Have you tried viewing the output using Firefox?  Just enter the url of the
SVG file.  You should get pretty OK results with that.
