Though this may be difficult if areas were stored as ways, it makes sense to
have areas in their own layer. This is because in a typical countryside map,
one would need to draw things in this order:
1. Areas
2. Contours
3. Roads, paths etc
for the map to look good. Since contours would probably be in their own layer,
areas would have to be in their own layer too.
