Maybe somebody has already fixed it, but I couldn't find this. Apart
from a short section of one of the carriage ways at the extreme eastern
end and the Conway tunnel, all the A55 in Wales is currently as segments
only.
But this kind of problem can happen because of one of JOSM's features:
ways off-screen remain selected, so the user may think he is making a
new way but in reality he adding segments to an existing one.
While we are on anomalies in N Wales, the single carriageway A525 from
St Asaph to Denbigh has a segment in each direction between each node.
This has some logic but is not necessary - roads are assumed to be
bidirectional unless marked with oneway=yes.
