I think that would be a great idea. There is no reason why the OSM data
itself couldn't be cached. We'd need to somehow organise the data into
discrete tiles so that two people looking in approximately the same area
will fetch the same tiles of OSM data from the cache.
OSM data can be cached just as well as png or SVG.
