[OSM-talk] Osmarender 3.1

Version 3.1 of Osmarender is now available.

This corrects a few bugs that were found in 3.0, and implements support for
waysegments.

A waysegment is a segment that is part of a way (as opposed to a segment
that is not part of a way).

By default the rules file is configured to render nodes, ways and
waysegments.  Bare segments will not get rendered.  This is intended to
encourage the tagging of ways and to discourage the tagging of segments.

Many thanks to everyone who has provided feedback and identified bugs in the
recent 3.0 release.
