[OSM-talk] osmarender slippy map rendering

In the osmarender slippy map, I'm troubled by the way place names vanish as
you zoom in.

Consider:
http://www.openstreetmap.org/index.html?lat=53.32663961898055&lon=-1.9796375
23001472&zoom=13
(and switch to osmarender base layer)

This shows the town of Whaley Bridge with its suburb Horwich End.

Zoom in to level 14, and Whaley Bridge disappears altogether (even though
its entire extent is visible), but Horwich End is much bigger. This gives
the impression that the place is called Horwich End, not Whaley Bridge (the
smaller red Whaley Bridge is the name of the railway station, which adds to
the confusing impression).

Browse a bit further east and the name of the larger town of
Chapel-en-le-Frith is also not visible except as the name of the railway
station (which is actually well out of the town).
