I'm sure it's possible to load OSM into Oracle. Either download the data
as shapefiles from here:
http://mapserver.flightgear.org/OSM/
and import that into Oracle Spatial (I assume it would supports
shapefiles, or an importer is available) or adapt an existing Planet.osm
importing script that is targeted at another database (there are scripts
for MySQL, Postgres and PostGIS).
