I agree that bridleway might convey more than just "highway=horseway" 
(which seems a rather ugly if somewhat logical arrangement) Part of the 
problem being that if I've tagged anything as bridleway, and I don't 
think I have, but i could have ;), I'd have wanted it to imply

highway=horseway
*and*
highway=cycleway

Perhaps i'm out of date here, this is my Scouts intepretation of 
bridleway, something similar to
