I'm looking at what may be the same problem where the building has names 
and not the road. It looks something like this...

I think the best solution would be to tag the buildings rather than the 
road?

I think the same thing would work well for situations where you have a 
long road with a single name with various terraces along but with name 
only applying to one side of the road with the actual terrace?
