It is possible in the US to get an image layer encompassing all of the US online and can be used with on the fly queries to load imagery with simple scripts (U S GS ). Although the imagery that is allowed may be a bit dated it is of a high quality. I think they request that some acknowledgement is requested but it is probably smilar to other datesets you are currently trying to use that involve a U S Gov source.
It would be a good option for US users to have an imagery loader that could grab this for JOSM. Yah** is not as accurate and Ihave noticed a lot of spot distortions in comparison to my GPS track. The distortions are so regular I suspect they may be introduced by a mechanical process.
