The netsquared proposal
<http://www.netsquared.org/projects/proposals/openstreetmap> looks
like it would involve extra hardware and perhaps connectivity in the
US, so if the proposal is accepted perhaps that could be used to
spread some of the bandwidth? It would probably be most practical for
giving a backup to the tile server rather than the central database.
