Wild guess: because nobody runs the lowzoom.pl script for maplint tiles? 
  The current lowzoom.pl stitches only "normal" tiles, it looks like a 
worthwhile addition to make it consider maplint (and possibly all other 
configured tile types) too.

Another thing to hack on during the Essen meeting ;-)
