Since language issues like these are often highly political issues, I
think it would generally be wiser to avoid plain 'name' tags at all in
these cases and only use 'name:en' and 'name:cy' etc., and then let the
renderers sort out what to use as default.

Otherwise there'll soon enough be 'edit wars' where people change back
and forth the default according to their own preference.
