I would agree with this one. In particular, walkers often assume that 
cycleways are also footpaths and it's going to be a bit confusing to see a 
cycleway along a road - if it was decided that highway=cycleway is to be 
used, there would have to be some other tagging to clearly distinguish 
them from off-road cycleways.

I think also there needs to be some sort of tag to distinguish genuine off 
road cycleways from cycleways along the pavement of a road, as again, the 
latter are going to be less appealing to walkers than the former and could 
perhaps be ignored on walker-orientated maps. highway=cycleway; 
pavement=true?
