That doesn't really say a lot. You could have 10 highway types used a
lot and then 423 used only once. And what's it stopping you from
doing? You really want some kind of perfect dataset given from the
gods? It's not going to happen. Every dataset has errors and
omissions - we don't have half of most countries yet. Isn't that a
bigger problem than a few bad tags (which you could fix, by the way)?
