You can use lowsoom.pl located at
svn.openstreetmap.org/applications/rendering/tilesAtHome/tools/lowzoom/
. Or you can wait for the lowzoom tiles to be rerendered (some people
use lowzoom in loop so you won't have to wait too long). But there is
no tool to request a lowzoom tile at the moment.
