The API was being swamped by some joker in Spain making API 0.3 requests...

The connection rate was so high that the web server was doing little
else other than sending 403 responses to that machine, even though I had
short circuited API 0.3 some time ago so that lighttpd can reject them
without having to talk to rails.

I've blocked the offending address with iptables now and it seems to
be managing to process requests again.
