Contacts for the OSMF board can be found at http://wiki.openstreetmap.org/index.php/OSMF but I hope that most approaches can be made by individuals directly so that we don't get swamped!  Having a boilerplate paragraph on the OSM website for these purposes, describing what OSM is about and how the data will be used, does sound good. It can be cut and paste into emails.  There's a board meeting Thursday, I'll bring it up there.
