I was the one that gave DaveH a list of generally empty CA counties
and specifically excluded several SoCal counties (including Santa
Barbara) because of the not-insignificant mapping you and others had
done. The idea was to allow a manual merge because it's difficult to
do after it's done. Someone later authorized the upload of LA, Orange,
etc. counties but left Santa Barbara. However, looking at the TIGER
status page (http://dev.openstreetmap.org/~daveh/tiger/stats.html), it
may be too late for Santa Barbara--it's uploading now as I write.
