to be honest, the argument that it should be under a different tag was
somewhat pointless anyway

it does allow areas, this was what everyone voted for, most have
mentioned it in their vote. so one of the votes is thus reversed
(Hawke), as his only reservation was that it didn't allow areas.

"I approve the leisure=zoo tag value (for nodes and areas)." is the key phrase

iocns are nothing to do with us, that's for the maintainer of the
renderer to sort out - as i understand it, the rendering section of
each proposal is only a suggestion
