i give an answare myself.
Log/newusers need and extension:

http://www.mediawiki.org/wiki/Extension:Newuserlog

Could some wiki admins add this extension?

I need it because i would send every new user a message (via template) 
to welcome and ask to add to their user page a contry-specific category like

[[Users in Italy|nick]]

This could be very usefull to aggregate people and help newbie to 
aproach OSM way of mapping..
