i'm not suggesting it should be exposed to anyone, but it's trivial
for a webpage to lookup a (new) visitor's IP address, compare it
against a country-based list of IP addresses, and inform the (new)
user of their country's corresponding wiki page, e.g. by creating a
link on their user page

never mind, i was going off at a tangent anyway
