I propose to use the admin_level as follows (especially for germany):

    * admin_level=2 international borders (Land)
    * admin_level=4 federal state/province borders (Bundesland)
    * admin_level=6 district/district-free cities (Landkreis/kreisfreie
      Städte)
    * admin_level=8 city/municipal (Städte/Gemeinden)
    * admin_level=10 suburbs (Stadtteile)
