I'd say the remainder of Wisconsin is good to go. There's only a few
major highways that have been done, and of course some water areas.

I can see two ways to best proceed in WI:

Clear out the OSM data for the not-yet-merged counties, and then let me
know and I can recreate most of it from gpx traces (except I-43 going
from Milwaukee to Green Bay, and US 41 from Appleton to Green Bay -- I
didn't create those).

Or, leave the OSM data and I can merge the existing highways.

The only places where it might be worth saving the OSM data, in my
opinion, are Green Bay (Brown County) and the Mitchell Int'l airport in
Milwaukee (Milwaukee County) (I don't think TIGER has the airport info,
but just in case)

Green Bay is actually very minimally mapped though: Not really enough to
be worth saving, but enough to make it somewhat painful to merge. So
I'd say, just drop the OSM highways from there, and import the TIGER
ones. Same for Milwaukee, but I can definitely just correct all the
existing data there based on my gpx files, so dropping the data is no
problem (except, as I said, the airport).

Water of course should be kept in both places.
