I believe that function requires the auto-routing function, or at
least a subset of it. It is going to be difficult to properly
associate a given street with a city, region, country, etc. The is_in
could help, but I don't think it's the answer. Probably what's going
to be required is a lookup of the bounding box of the way against a
city, region, etc. name database at the time when the GPS maps are
generated.
