FYI (I haven't been following this thread too 
closely) there is regional cycle network in 
Västerås, Sweden that uses a route numbering 
system.  Like bus routes, they often share common 
stretches of track so there some parts with up to 
four routes on one way. rcn_ref=4,16,17,30 for example.
