The Netherlands is a bad example: It suggests using relations, with
network=route and a number of other tags. There is a mention of the
ncn_ref but it says you only need them if your using potlatch (since
it doesn't support relations, is that true?).
It also specifically mentions the problem that the given tags arn't
sufficient and suggests the name=<foo> tag to distiguish all the
different kinds.
