I would do:

1. osm2pgsql to load planet into postgresql/postgis
2. pgsql2shp to export data to shapefile

BTW, your GIS should be able to read data directly from PostgreSQL/ 
PostGIS. All data in db stored in OGC standard called 'Simple  
features for SQL'
