Or areas, as I assume this proposal works in conjunction with better
placement of P symbols within areas, so that we don't need a node+area,
only areas for sizable car parks and nodes for very small ones.

The wiki says that "'permissive' means there is no legally-enshrined
right of access, but the landowner has allowed it at his/her
discretion". Here are two interpretations, I prefer the first:
1. Don't render a P symbol where access is permissive, explicitly render
private access across all map features so you can see the difference
between public, permissive and private parking amenities.
2. Do render a P symbol, but clarify the wording of our definition to
indicate that "permissive" shouldn't be used where a landowner is going
to get angry that the symbol is showing up on her/his amenity.
