You're tagging segments - you need to be tagging ways.
Otherwise, looks fine. The Thai letters show up in JOSM here, so I guess they might even render OK on the slippy map.
So, what you need to do, is draw a line between two nodes (you've already done that)
Then, select your segments and press W to create a way. Then tag your new way, with the same tags you've been adding to segments. Don't tag your segments.
(You could be neat and untag your segments, I suppose)
It's not intuitive, I know :-)

Subject: [OSM-talk] Newbie Question. Server Response error 400 and requestto check data
Hi,
I have two questions:
1: Why do I get a server Response Code error 400 if I try to download a bounded box area drawn around the region I want to edit.
2: Last week, I uploaded a OSM for Chiang Mai but its not showing on the slippy (even after the 48+ hours). Therefore I have no idea if my coding is correct, or if its the Thai language markup causing a problem with the tile renderer (tagging the road names in Thai is a real giggle, a very strange character set which makes life er .... well, interesting ;-) ie, ¶¹¹ËéÇÂá¡éÇ is pronounced Thanon Hauy Kaew - I'm never going to complain about Welsh again).
Could some experienced someone have a look at the one block upload I made last week, to see if it's coded correctly (only 4 streets).
D/L osm = http://www.openstreetmap.org/index.html?lat=18.7902778&lon=98.9816667&zoom=11
Hopefully, I'll then know where the problem/s if any might be.
My thanks in advance.
Tim
