Something like this is already in JOSM SVN. The process goes like:-
1) Choose the node mode 'add node and connect'
2) Click the first two points and these will be connected via a segment
3) Use way tool, select the segment just created and add tags
4) Use select tool to select node at end of way in direction you wish to
extend
5) Switch to 'add node and connect' tool
6) Each new mouse click will create a new node, join to previous with a
new segment and add it into the way.

If there are any shortcuts in the process above then i'd like to know,
but it certainly saves some mouse clicks already.
