Such a situation would occur when, to turn left, the vehicle would have to
cross multiple traffic lanes in a very short space, which would be
dangerous.

The road sign may be a custom sign, i.e. "No left turn into Acacia Avenue
from Station Road", or it could be conveyed by double white lines on the
road preventing the driver from changing lane, or "keep in lane" signs. Or
it may simply be a practical restriction rather than a legal one (these are
worth adding into the dataset it is known that a navigation system will be
able to find a better alternative).
