Yes, you have. Remember that, in Linux (and Unix, and BSD...), every file (or 
directory) starting with a dot is hidden. Check your file browser 
(Nautilux/Konqueror/whatever) configuration, so it shows hidden files.

If you still cannot see it, drop into a console and copy the files from your 
home directory to the .josm/plugins directory. It should go something like:

cd ~
mkdir .josm/plugins
cp mappaint.jar .josm/plugins/
