[OSM-talk] New version of Osmarender zoom 12 rules file

Hot on the tails of the new Osmarender 4, is a new version of the rules file
for zoom level 12.

It's mainly polishing off some of the rough edges introuduced by Osmarender
4.  Updates for zoom levels 13 through 17 will be along later.

If you run the tiles at home client please upgrade.

Here's a summary of the changes:
1) There was no rendering of retail|industrial|commercial|mixed abutters at
z12
2) Removed duplicate landuse=forest|wood rule
3) Removed redundant landuse|natural=* rule
4) Render landuse and man-made areas before waterways
5) Removed duplicate building=barn|warehouse|oast house|.. rule
6) Removed casings for rivers
7) Removed Aerialways from z12
8) Removed railway stations from z12
9) Commented out some redundant rules that did nothing
10) changed lots of font-weight=bolder to bold
11) changed opacity of town captions
12) changed color of leisure-stadium and leisure-track
13) changed size of railway lines
14) changed size of waterway=stream
