Yup, I deleted most of Leicestershire a few months ago... :-(

Do you have a local saved copy of just before you uploaded? If so, you can use
that to get it back. You have to manually edit the text file (make a copy!) and
change the action commands in it. Can't remember exactly how, now; I think you
change any "action='delete'" commands to "action='modify'". Then load into JOSM
and re-upload.
