AFAIK, the point in the "created_by" tag is to find the cause of errors
in the database.  For instance, osmeditor2 seemed to cause UTF-8 errors
in the database [1].  For this, the tag should bear the name of the
editing program used to edit the feature, not the name of the person.

I had a thought, does the "created_by" tag get removed from the
planet.osm, as it would be a lot smaller if it was.
