Its not the same information about >what< can go there.  Its stating the 
strength of the access right itself.

The Bike=yes, and highway=cycleway tags (for example) are not 2 conflicting 
or replacing tags.  They are both nessesery.   If i was to tag something as 
highway=unclassied, bike=no this would be easy render (graphically 
speaking), but helpful to routefinding still.

1 is predefined, the other can be used if a predefined does not exsists.

So yes, horse=suggested could work, but in the same way as highway=motorway 
is used instead of car=yes, lorry=yes, lanes=3, oneway=yes, maxspeed=70, 
motorbike=yes, every_other_tag_you_can_think_of=yes,  It would save time and 
space, and make things far easier to understand if it predefined tags are 
aviable. (highway=motorway, lanes=2 is another example of where the specific 
tags are used alongside the predefined to correct the untrue elements of the 
predefined tag)

For instance.  If I tagged something with car=no, lorry=yes.  And something 
else as car=no, lorry=yes, unycycles=yes.  How would a renderer render each 
one, and how could they be told apart?.

So to the point of having foot=sugessted.  Yes I agree it would be 'needed', 
but not 'instead of'.
