We really need to do something about the copyright assignment thing I
proposed and listed here:

Without it or something like it, OSM itself isn't complying with the
attribution clause of it's own preferred license. You could possibly
argue that although a royalty free license for the foundataion to
publish however it chooses isn't explicitly stated on the site, it is
implied by way the site works, but I'm sure most people would rather it
was explicitly stated.
