I agree here. There is a difference between through unclassified roads and
residential roads. The former are used by through traffic, the latter
merely for residential access and (while I have to admit I haven't really
bothered with abutters) both could have abutters=residential.
They are normally shown differently on OS maps and give an idea as to
which urban roads can sensibly be used as through routes.
