More importantly, if there was a leisure=park on one side,
education=primary (or some such) on the other, and a quiet
*residential* road running between them, the road would still need to
be marked as highway=residential.

Even within urban environments, there's still a difference between
highway=unclassified (minor road, through traffic etc) and
highway=residential (minor road, residential traffic, parked cars etc)

(And don't get me started on how I can mark a road that I don't yet
know the classification for, since somewhat unintuitatively,
"unclassified" in OSM is a specific classification!
highway=not_yet_classified?)
