I have re-implemented the intended behaviour of osmarender:nameDirection for
Osmarender 4.

If you explicitly tag a road with osmarender:nameDirection = -1 then the
name will be drawn in the opposite direction to that of the segments.

If you do not explicitly tag the road then Osmarender will compare the
horizontal position (longitude) of the start point of the way with the end
point of the way.  If the start is to the left of the end then the name will
be drawn in the normal direction.  If the start is to the right of the end
then the name will be drawn in the reverse direction.

Rarely this algorithm might result in the name being drawn in the wrong
direction.  The tag osmarender:nameDirection = 1 can be used to force the
name to be drawn in the normal direction.

This update has been applied to tiles at home but will not take full effect
until all clients have upgraded.
