Sorry, but the one thing we must not do is drop this issue. It is the
most important thing about Open street map. It's the "Open" of "Open
Street Map". The raison d'etre. And it's a mess.

It's more important that we get this right than that we draw any maps.
Because the maps can be drawn later, but the license may not be able to be.

What we can do is drop this issue in this list - lets try to keep it to
legal-talk at openstreetmap.org. Please don't reply to this message here.
