They shouldn't. Hamlet, Village, Town, City etc. have nothing to do with
population, and also no bearing on weather something should be rendered
on the map. E.g. Westminster is a large city (180,000 population), much
larger than "The City of London" (7000 population) which it borders, but
neither should be shown on zoomed out maps - in fact what needs to be
shown is just "London", presumably as an abbreviation for "Greater
London", with it's marker centred on Charing Cross (which is in the City
of Westminster). Greater London has a population of over 7 million,
which puts it in the world's top 20 cities (15th according to Wikipedia).
